Nepal is a multi-hazard-prone country. Despite this, why have the three levels of government not prioritized disaster preparedness? The lack of preparedness has resulted in greater damage, as seen in the cases of the Gorkha earthquake and the Jajarkot earthquake. Every year, disasters such as floods, landslides, and fires continue to cause loss of lives and property. Nepal's Constitution has placed disaster management under the exclusive authority of local governments, as well as in the concurrent jurisdiction of the federal, provincial, and local governments. However, why has this issue not been prioritized? Why does disaster preparedness remain only on paper and not in practice? How can citizens be made aware? What should be the roles of federal, provincial, and local governments?
